NOTE
It is with regret that I submit this as an unfinished entry into this compctition. I was moved by Kathleen's challenge to put my ideas to paper in my spare time, but that time ran out. Nevertheless, elaboration on six of the ten topics that are works in progress is provided. Complete reference and statistical sources which include Kathleen 07Connor's The Buck Stops Nowhere, Plunkett's Health Care Industry Almanac and numerous articles and studies have not been provided, but would be referenced if judges decided to move this submission forward.
