Proposal for a National Health Plan Without going into a lot of detail, I would like to give you a basic idea of what I think we should do to help solve the health care issue and cost of health care. I firmly believe that everybody should pay something for their medical care and well being. My Plan is to change the system we have now to a two tier insurance plan that I think has a good chance of working. The first part would be mandatory. Everybody from the time they are born would be required to pay for a policy that would pay for lets say $2000.00 per person per year. (This is just to use a monetary figure only), as to gets my message across. This would only cover doctor visits and minor ailments. Anything major that costs above the $2000.00 per year would be covered by a national health plan, such as Medicare is now, but it would cover everybody. Lets go back to the first part of my plan. How are we going to keep track of all of these people? There is this thing called a smart card that is in the works. I can't think of a better way of keeping track of everybody through a system such as this. You would know exactly the number of citizens and the amount of money coming in. Everybody would belong from the day they were born. The parents would be responsible for their own children. The children would be charged according to their age. Let's say at year one it could start at $1 .oo and year two at $2.00 and so forth until age 21. Where it would stay constant for the rest of their life. For example, everybody pays $20.00 per month for this basic service. This is not a very large amount, but there would be people who could not afford to pay anything. Medicaid is now paying for these people who are unable to pay. Under this plan Medicaid would only have to pay for the premiums. The able bodied, who after refusing to pay for their care, could in some form or another be made to do public service of some kind for restitution. The second part of the plan would come from other sources and would pay for all costs of medical care such as Medicare does now. This would pay for everybody above and beyond the first part. Business would not insure employees, but would contribute under a percentage of their adjusted growth income. This could be adjusted to the number of employees. There would also be a certain amount deducted from taxes. Donations would be deducted from taxes. This part of the actual amounts would be decided by government sources. The only way this system would work is that the insurance companies would not run the business of insuring people. Maybe some segments of the coverage could be covered. I think this set up should be regulated to different areas, as different parts of the country have different prices. Maybe each district would have a governing body to run the operations of each district. I would like to see a cap on lawsuits. I don't think the health of people should be forced to live under the rules of lawyers. I'm sure we can regulate the mal-practice by other means. I do not condone bad medical practice, but it is out of hand. I think doctors and medical people are entitled to a fair return for all of their education, and hard, dedicated work. But, I do not see why the people themselves are forced to do without because they cannot afford to see a doctor. I do not have all the answers either, but I could give you more things to ponder if you should care to listen to them. I also think costs could be held in check by simplification of the bureaucracy. By elimination of the mountains of paper work, and by reducing the amount of duplications. I am also in favor of health maintenance in younger people. Teaching better eating habits in their younger years will carry over into their adult life. With all of this and input from the experts in the field and the will to work together their is no reason why this plan would not work. Thank You. |
