The Next Generation American Health System There are two very different health care systems operating in North America today, each with positive and negative attributes. The basis for this proposal is to present the Nine Steps to an empowered and informed Patient Centered Model (PCM) for health care that takes the best from both the American and the Canadian systems. The first four steps establish the systems foundation. These include defining the health goals as a nation, defining the principles of health and developing an American Health Act that ensures these goals and principles are respected by all stakeholders. This proposal and the PCM recognize health is more than disease treatment. It is a life-long journey to become all you are capable of being with respect to a personally defined balance of mental, physical, spiritual and emotional well-being. The proposal presents a comprehensive system that deals with the roles of the stakeholders, the legislation needed to support the stakeholders and protect the patient, as well as a management system. Perhaps the most difficult part of developing this health system puzzle was defining a financial support system that empowered the patient and encouraged responsibility on the part of the patient, provider and support stakeholders. The concept of a Health Savings Account with various adaptations made the system complete. Finally, the PCM is flexible and can be implemented gradually, which means there can be a realistic transition as the will of the people demand the evolution of their health system to an information age generation. The proposal embraces the reality that, with the advances in information and technology of the last 20 years, we can finally move from the paternalistic models of the past to a system that embraces the concept of empowered patients. |
