An Outline

Healthcare will: emphasize without discrimination the human worth of each person and individual responsibility for one's own health; instruct, and where necessary protect, the citizens in health related issues; enable access for each person to equitable, high quality medical care as required; assist in the advancement of medical research, knowledge, education, and their application separately and together; work in cooperation with other world governments in health promotion standards for all peoples, and maintain economic prudence.

The following areas are discussed in this writing for deliberation. Sections are listed alphabetically as Page # A, Page # 6 etc. An index of sections is present. Pages are numbered at the right top. Information from many sources in addition to my own experiences have been used.

The Goal of Health Care Finances deals with the problem of the uninsured person, the changing conditions present, sources of financial income now and potential resources, and a classification of health care based on a new level (Medivoid) while maintaining our present classification.

Hospital I Physician Accord suggests a unification of these two interdependent units allowing a change in how health care is structured and delivered. It will take a while to accomplish but I think has merit!

The Pharmaceutical Industry, now high in investment profit margin, needs to be designed in order that both the patient and investor continue.

Medivoid is the new word for medical care (and payment) for persons now without health insurance. This will enable all persons to have care.

Community Health Clinics play a decisive role in health treatment for today and far into the future. They are pivotal in the Medivoid plan of care.

Medical Malpractice costs must be recognized and measures taken to reduce the impact on medical care at all levels.

Nursing homes and care of the elderly will become increasingly of importance as the aged population grows. End of life issues must be dealt with properly and change is in order.

Gender, race, culture and religion separately and together continue to be major factors in decisions in medical care. Protection from abuse and freedom to make choices are paramount. Medicine has a role here.

National and state health departments must be strengthened. Interaction with the community Health Clinics will help all parties.

Academic Health Centers of medical education require specific needs and additional areas of support in order to maintain the highest level of medical care and education.

In the last sections exceptional therapy, other areas of health care, and miscellaneous items are discussed, and a little philosophy is noted.
